Variable OCNRES not always 3 digits in snow analysis

When OCNRES is set to 050 (mx050) or 025 (mx025), the orography data in the {{ CASE }}.mx{{ OCNRES }} format cannot be found because the leading zeros are stripped, resulting in mx50 or mx25 instead of mx050 or mx025.
