[BUG] STIGViewer v3 CKL does not always use STIGRef for type of checklist

Describe the bug
STIGViewer 3 has an updated CKL it can spit out to save as CKL from CKLB. Need to read in the proper structure for the title versus STIGRef and check on multiple iSTIG entries

To Reproduce
Steps to reproduce the behavior:

1. Upload an exported CKL from STIGViewer 3
2. note it may not upload and parse properly

Expected behavior
The CKL file works correctly
