This PR adds a new table tracking the 'tips' on every block, but only tracks blocks that are produced by validators specified in the config.
The catch-up logic is implemented with a JOIN to ValidatorRewardedEvents table and there's no 'checkpointing' mechanism because there are far fewer events (~1/100 compared to VRE), so it should only add about 1 million events a year.
