Review all repositories in CheckerNetwork and make sure Dependabot is configured to auto-update GitHub Actions.

Example configuration: spark-api >> .github/dependabot.yml

Should we add .github/dependabot.yml in repositories where it's missing, or is this issue only about modifying existing configurations?
