Update inflow bounding box to match incremental-fluids approach

Our bounding box calculation is based on the location of cells and edges hitting the inflow bounding box and so small inflows may not hit the location of any cell or edge. Incremental fluids finds the index of the cells and edges closes to the inflow and makes guarantees that the inflow hits at least one cell.
