Generalization of the SoarCodelet as a PlanningCodelet

• Today, all Planning features are in the ProvideTransportationCodelet codelet. These features must be carried over to System 2.
• However, in MECA 0.4.4 (current), the codelet responsible for planning is SoarCodelet.
• It would be interesting to create a PlanningCodelet, so that SoarCodelet was a particular case, and replace all references to SoarCodelet with PlanningCodelet, in such a way that other types of planner codelets, such as the one we are developing for TROCA can also be used.
