[Suggestion] Make pipes placeable on addon fluid tanks

Is your feature request related to a problem? Please describe.
The pipes seemingly can't be placed on the Fluid Vessel from Create: Connected, or potentially other addon fluid tanks, despite the fact that the original steam whistle can.

Describe the solution you'd like
I think it'd be nice if the pipes could be placed on tanks provided by addons. Maybe the valid blocks for them could even be tag driven, but I'm not sure how well that would work. The only specific one I'm concerned about is the aforementioned Fluid Vessel, so if they have to be hardcoded, I'd be ok with it being added as a specific exception.

Describe alternatives you've considered
The pipes can of course still be used because we have the original Fluid Tank as well as Windchests. I just think it'd be nice for consistency reasons.

The reason that the steam whistles can be placed on other addons' fluid tanks is that those addons specifically override the steam whistle's behaviour. That said, compatibility is definitely an option! I'll look into it in the future.

As of 58399ef you can place pipes on the fluid vessels... Just need to make them functional now
