CI and Testing Updates

Description

The CI difficulties in #165 have highlighted a need for the CMinx testing and CI methodologies to be updated. This is intended as a top-level issue to track individual updates/fixes that are needed using sub-issues (Assuming I can figure them out).

Update List

This is a list of updates that are currently needed, regardless of whether there is a fix in the works or not. These will all be converted into sub-issues to be resolved via PRs.
