Reduce logging of already found dependencies.

Is your feature request related to a problem? Please describe.
See NWChemEx/NWXCMake#37. Basically _cmaize_find_dependency is always called and always prints logging infor, even when the dependency is already found.

Describe the solution you'd like
Less logging, either by aborting early or only printing the logging on the first call.

Describe alternatives you've considered
Ignoring the extra printing, but it makes debugging other problems harder.

I'll try to tackle this soon, since I was already recently mucking around with outputs and documentation in related functions in #167. I may have even unintentionally made the output issue worse, but I tried to make a lot of the new logging info that I introduced output at the VERBOSE level.
