Strips: Lorentz angle from PCL

Finalize the lorentz angle implementation at PCL and produce/validate new conditions.

• Fix mislabeled histogram axes (done at SiStrip Lorentz Angle PCL: minor fixes cms-sw/cmssw#42904 )
• Synchronize offline & online fitting function
• Check if output of single run is usable for monitoring
• Check statistics for MRH with high granularity for monitoring
• Produce plot vs integrated luminosity (check for grouping that makes sense)
• Check LA with finer granularity
• Check if bias for high angle tracks
• Produce a LA payload for Run 3
• Check with alignment if payload helps
