This is blocked on Truss USWDS supporting React 19, since React 19 is the minimum version Next 15 supports.

Prior to doing this, there may also be some other peer dependencies on React 19 (it looks like focus-trap-react, @testing-library (handled in this PR) that may also need to be bumped

The Truss package got upgraded to support React 19 a couple days ago so this should be good to go now!
