Note that I haven't narrowed this down 100% to TweakScale (I'm also using most of rest of the RO pack), but I find that when I scale a reaction wheel, it sets the torque values all to zero, or negative values. Adjusting the TweakableEverything controls simply crash the game. I'm uncertain if the bug is in TweakableEverything or maybe in the ModuleTweakableReactionWheelUpdater class.
