Dynamic cache routing: global vs user scoped

Hey team, I was exploring codebase and trying to understand the caching module and noticed the cache type is fixed at config time.
Has anyone explored dynamic routing?
where prompts are classified and routed to either global cache (for factual questions) or user-scoped cache (for personal context)?

Potential benefits:

• Better hit rates (shared factual answers)
• Privacy (personal data stays isolated)
• Cost savings
• Happy to discuss or explore a PR if there's interest.

couldn't we isolate by just appending user id to the cache key?
