Bot does not check setting up auto publish

When you set a channel to auto publish it does not check if it has the perms to do so or even if it can read that channel. This should be fixed so it throws an error when you try to set up an auto channel when it does not have perms to do so.

@MAX3044564 I am not sure why you replied to a 5 year old issue but, if you want to use a bot like this but do not need to self host it I would recommend you use this bot. As far as I am aware this projects public instance has not been online for some time.
