Signage menu goes behind the beemod window the milisecond focus is lost on it #4699

Description of the bug
The instant the cursor is not on the select signage window (onto the beemod window) it goes behind the beemod window leaving it annoying to use when in full screen and having to alt-tab it back in front
Expected behavior
The window to stay on top until I click the beemod window
Steps to reproduce
open beemod
full screen it (windowed)
M2 on signage
M1 Select Signage
hover cursor off the select signage window
