Description of the bug

Some of the Custom Fizzlers's emmitters are upside down. I think this has been an issue for a long time, but I think I'm the only one who would ever notice this.
You can tell that they're upside down by the small black/gray part on the side of the white part:

This wouldn't be much of a problem, normally, except that they are inconsistent with each other.
From what I can tell, all custom fizzlers are upside down, except for Paint Fizzlers, Emancipation Grills, Radiative Flux Rectangles, Absolute Fizzlers, Death Fizzlers, and I think Lifeform Sensors. I'm not sure about normal Laserfields though.

Expected behavior

I expect them to all be rotated the same.

Steps to reproduce

Step 1. Place all fizzlers in a pallette and then place them all together in a map where you can clearly see them.
Step 2. Run the map and look at the emmitters; notice how some of them are upside down.
Step 3. Repeat this process but in Old Aperture, P1, and Overgrown styles.

Additional information

From what I can tell, this issue mostly applies to Clean and Overgrown.
I think it's also a problem in P1 style, but I think most of them are rightside up.
I've never noticed anything in old aperture.

And I'm assuming that this isn't something to do with how the 3-way rotation handle works because they always seem to be the same orientation every time
