Return function start time when DurableClient.GetStatusAsync() is called #2132

Originally from microsoft/DurableFunctionsMonitor#23

Currently, the Durable Functions Monitor shows function duration by calling DurableClient.GetStatusAsync() and calculating timestamp - scheduledTime which includes the time between a function getting scheduled and actually starting. If the extension shares information about the function start time, then the calculated duration and charts would be more accurate.
