Bump tough-cookie and @microsoft.azure/autorest.testserver (#2938)

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [@microsoft.azure/autorest.testserver](https://github.com/Azure/autorest.testserver). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `@microsoft.azure/autorest.testserver` from 3.3.49 to 3.3.50
