Update details on what global flags do

In ie __ --help, the options for environment, feature, and log-level flags are difficult to understand. Namely: What the ci environment string does, what the options are for log-level, and what the options are for feature flag.

We should also remove ocd from ie __ --help details since it's confusing for an external user.
