Deploy Via GitHub URL

We should be able to execute ie based on GitHub urls instead of the user needing to have the file stored locally.

To accomplish this feature, no need to have a scalable solution. We can have a manually maintained whitelist for what is allowed to be executed.

For example:
ie execute http://github.com/mysuperprojcet/docs/helloworld.md

If there are dependent files, then we'd need a path to the working directory.
