Describe the bug

I am double posting from here to see if I can rise attention of the AKS team as Calico is supported as part of an AKS deployment.

The notNets setting in a NetworkPolicy seems not to be working on windows nodes/containers:

projectcalico/calico#7231

It does work properly on Linux nodes/containers.

To Reproduce

Setup a network rule using calico which uses notNets on a windows container. It does not work.

Expected behavior

notNets works.

Environment (please complete the following information):

  • Kubernetes version: v1.30.5
  • Calico version: v3.28.2
