Minimal steps to reproduce

Provision terraform-azurerm-vm-mssql
Complete smoke testing, note that connection security encryption must be changed from 'MandatorytoOptional`

Any log messages given by the failure

N/A

Expected/desired behavior

Default option of connection security encryption 'Mandatory' should work.
