Insufficient Quota with free tier subscription #371

When I try to deploy into Azure with azd up - I get an error :

InsufficientQuota: This operation require 8 new capacity in quota Tokens Per Minute (thousands) - gpt-4o-mini, which is bigger than the current available capacity 1. The current quota usage is 0 and the quota limit is 1 for quota Tokens Per Minute (thousands) - gpt-4o-mini.

I am using free tier subscription and tried to deploy into eastus and Sweden Central locations.

Can you please suggest how can I try this solution with a free tier?
