Feat Request:Add Stress Capacity&Impact Configuration for Flywheel Bearing

When Flywheel Storage Factor is set to 100, kineic transfer speed is hard to catch up.
I hope there is a configurable parameter between angular mass and kineic stress capacity.

I assume it will be a solution for some very high stress impact machines (such as 16384x rpm) to switch on for a while. And I'm about to add such a machine to my modpack.
