Incorrect Supplement heading on RASD Framework Page

In the TOC and in the HTML pages Supplement's 4 and 5 have duplicated headings.

Supplement 4 heading is correct. Supplement 5 heading should be updated to:
"Restricted Access Treatments and Metadata for Restricted Access Species Data"

on both the TOC on the left hand side and on the html page
