[ENHANCEMENT] Enable set up user keys via the settings page

On the settings page, we have 2 tabs to see System Keys and User Keys. Once selected the system keys tab, we can add more using the button on the top right.

However, once the user keys tab is selected, the button still says to add system keys and works accordingly. This was confusing to me and I think it would be an improvement to be able to set user keys from the settings page as well as from the profile page.
