Auto usage report problem

usage: citation no loan Record has a citation but does not have a transaction history. All usage should be documented with part-based transactions (generally loans). This record may be missing usage information, or the citation may be incorrect.

Which seems to suggest that museum staff are expected to loan themselves the material they curate before publishing on the material. I don't know any museum that does this (does anyone?). I suggest this auto-report be removed or at least edited to something like

The record may have been used for this citation without being loaned.
