Define rules and pipelines the AI has to use/follow at a project or global level, agnostically of the model/AI-IDE (like Antigravity) used.

Rules portion implemented in PR #1396 🎉

Features added:

• .claude/rules/ directory support with path-based glob matching
• require_skills frontmatter extension with timing control (planning, per_subtask, end_of_coding, qa_phase)
• Symlink traversal protection
• UI setting to enable/disable rules
