client timeout

Currently the timout for the modbus client is set to default and despite there being a timout spinbox in the GUI for the serial interface, it does nothing. The timout setting should be set as a common setting for both client types and actually affect the client.

This would involve creating a new common settings box in the UI where the timeout spinbox will move to. This would be done with QT designer which would regenerate the gui_main_window.py file. Then the application.py file would need to be modified to define how the spin box is slotted. Then in modbus_worker.py the value in the spinbox should be used to set the timeout argument of the pymodbus.ModbusTcpClient and pymodbus.ModbusSerialClient in the ModbusWorder.configure_client method.

Keep in mind though that there needs to be some thought into when the value in the spin box is allowed to be changed, which will dictate some more signal/slot connections in application.py
