Popover position & width

Hi all,
I'm new here. Can I get some advice from you guys?

This is the current tooltip popover position

but what I need is something like the below screenshot, I need the popover width the same as the text input/label width, the arrow no need to be align-center with the popover.

May I know how can I make this happen? I try to change the CSS, but it not show correctly.
