Refactor Permissions Related Functionality

We need to refactor some of the permissions related functionality.

To Do:

• Disable functionality (not hide) based on the users permissions
  • For example, If I want to create a deployment and I don't have sufficient privileges, the Create Deployment button should be disabled NOT hidden.
• Display a tooltip, You do not have sufficient privileges to perform this action, when the user hovers over a disabled button for example or navigates to a page to which they do not have sufficient privileges to access
