The end spawns a horde of outsider and outsider eye

I beat prisoner and the end spawns too much outsider and outsider eye that I cannot stand on land for more than 10 seconds...

Lowered the spawn rates and the number that can spawn per chunk. Hopefully will fix the issue in V1.5 snapshot 3.
