The constraint effector imposes a constant relative attitude between the two spacecraft. Currently, that relative attitude is set to identity, meaning the two spacecraft frames have the same orientation. However, there is no need for the relative attitude to be zero, as long as it's static. Therefore, the constraint effector should be able to take in a static desired relative attitude between the two spacecraft.
