Create overlays for AI pipeline tutorial

As Data Scientist,

I have different notebooks and I want to run an AI Pipeline that requires specific stacks.

High-level Goals
Have a tutorial on creating overlays for an AI Pipeline that can be run on Operate First with Meteor.

Describe the solution you'd like
Create steps in the tutorial.

Steps:

• Create a repo with notebooks for computer vision/NLP pipeline.
• Fork repo
• Install AICoE-CI, enable it and adjust .aicoe.yaml for overlays.
• Setup images on container registry (e.g. Quay). (Depends-On: How to avoid contacting aicoe-ci maintainers when a new secret for registries is required? aicoe-ci#137)
• Install Khebut and enable issues.
• Extract dependencies from the notebooks in overlays.
• Push overlays to the repo.
• Create release and have images in overlays.
• Create AI Pipeline and run it.
