Update Bug Bounty Program

The bug bounty program says that rewards are paid out in HONEY, but it does not give any info as to what HONEY is or why anyone might want it. Once we figure out the supply schedule and future destiny of HONEY we should link to that here.

It says on the website: "For this initial bug bounty program, there is a maximum bounty pool of TBD." I think we should just remove that line altogether.
