Research: GitHub bot to prepare repos

This tool if we decide to build it will help new organizations to prepare their repos before adding them on the project app. Using the bot could even be a condition to submit a repo.

• Investigate how GitHub bots work.

• Share findings on this issue.

Some additional things thoughts on useful features for a Aragon/Github bot:

• Tag issues which have been funded
• Assign tasks when an issue has been assigned in the projects app (need a mapping between github user and ethereum account, but I know this is being worked on as part of the profiles/identity thing).
